Village Continues To Improve Website Transparency

(IPI), a nonprofit research and educational organization, has recognized the Village of Carpentersville’s website (cville.org
) as being a highly transparent municipal website.
“This kind of transparency is critical for trust,” said Village Manager Mark Rooney. “We strive to make sure we remain accountable to our taxpayers.”
Last week, the IPI gave the Village’s website a transparency score of 96.2 percent, which represents nearly a five percent improvement since the last audit back in December 2016 (91.6 percent), and over a 45 percent increase from the Village’s 2013 total score of 50.6 percent.
“Over the past few years, the IT Department has consistently worked with the Village Board, Village Manager, and Village staff to evaluate ways to redesign our website in order to make key information more readily available to our citizens and businesses,” said IT Director Kevin Goethals.
The Village was already a recipient of the IPI’s Sunshine Award, which was created to encourage Illinois municipalities to be more transparent via their online presence, for receiving a score of 80 percent or higher on the IPI’s 10-point transparency checklist
. The checklist evaluates how easily accessible it is to find information on a municipality’s taxes and fees, lobbying activity, bids and contracts, salary and benefits, expenditures, financial audits, budgets, public records, meeting information, and contact information for elected and administrative officials when searching their official website.
Shortly after receiving a dismal score back in 2013, a new page dedicated to government transparency (cville.org/Reference-Desk/Website-Transparency.aspx
) was created that allows those searching the website to find links to all of the information from the 10-point checklist in just one click.
“Our goal is to reach 100 percent transparency,” Goethals said. “We want Carpentersville residents to have the ability to easily contact Village officials, while making key Village information readily available to anyone visiting our website.”
